Responsibilities:
• Assist in developing the Kosciusko County Emergency Management Plan, address potential disasters, minimize or prevent injury or damage to persons or properties, protect and restore to usefulness government services and public utilities necessary for the health, safety, and general welfare of public.
• Provide oversight for volunteer teams and supervise and direct Department personnel, including make work assignments, evaluate work performance, train, and provide corrective instruction.
• Assist Director to identify grant monies including collect data and compile reports.
• Inspect accident sites, such as chemical spills and truck wrecks, assess threats to public health, collaborate with County Health Department and Conservation to assess chemical spills on area lakes and rivers and inspect water levels.
• Assist to coordinate activities, and maintain readiness of the Emergency Operations Center (EOC), to ensure equipment is operational, and maintain communications with news media and local, State and Federal authorities during declared emergencies, such as tornadoes, earthquakes, snow storms, and chemical spills.
• Assist to coordinate evacuations and working with Red Cross in housing of displaced persons, inspect community facilities, such as schools, nursing homes, hospitals, and factories, to determine potential use as emergency shelters, and negotiate with owners or persons in control.
• Facilitate and oversee the implementation of all functions during an emergency disaster in accordance with the Emergency Operation Plans.
• Assist in development, preparation, and maintenance of resource manuals, and procedures associated with community emergency and/or disaster situations, to submit to local, State and Federal agencies as required.
• Assist to establish and maintain administrative control over local radiological defense program, including preparations for both peacetime radiation incidents, and international wartime disasters.
• Prepare and deliver emergency awareness speaking presentations and practice exercises, coordinate activities, and distribute educational materials to community groups to identify protection steps and necessary actions.
• Assist to develop and maintain mutual aid agreements with Indiana Department of Homeland Security, District 2, local units of government, and first responder agencies, submit reports, attend meetings and trainings sessions, as required, including Hazmat exercises and Local Emergency Planning Committee (LEPC).
• Provide testimony in legal proceedings and court, as required.
• Serve on 24-hour on call basis and respond to emergencies form off-duty status.
• Perform duties Director in their absence.
Qualifications:
• High school diploma/HSE
• Possession of, or ability to acquire and maintain certification in FEMA Professional Development Series, National Incident Management Systems NIMS), Indiana Grants Management Systems (IGMS), WEBEOC, Computer Aided Management of Emergency (CAMEO), and other applicable certifications required.
• Ability to meet all employer and department hiring requirements, including passage of medical exam and drug test.
• Practical knowledge of and ability to make practical application of local, State and Federal emergency management rules, regulations, and procedures during varied situations and circumstances.
• Working knowledge of and ability to coordinate and direct the use of evacuation routes and local emergency shelter locations and capacities.
• Working knowledge of grants and grant administration with ability to meet grant requirements, including the collection of data and compile reports.
